Thomas D. Homan served as the Acting Director of U.S. Immigration and Customs Enforcement (ICE) from January 30, 2017, to June 30, 2018, appointed by President Trump. ICE, under the Department of Homeland Security (DHS), is a key federal investigative agency with over 20,000 employees and an $8 billion budget, tasked with enforcing laws related to border control, customs, trade, and immigration across more than 400 U.S. offices and 46 countries.
Before his appointment, Homan was the Executive Associate Director of ICE’s Enforcement and Removal Operations (ERO) from 2013, where he led efforts to identify, arrest, detain, and remove illegal aliens, focusing on those posing threats to national security or public safety. His leadership contributed to the removal of over one million illegal aliens.
A 34-year career in law enforcement and nearly 33 years in immigration enforcement, Homan’s experience spans various roles, including police officer in New York, U.S. Border Patrol Agent, and Special Agent with the U.S. Immigration and Naturalization Service. Following the creation of ICE, he held significant positions, culminating in his role as Deputy Executive Associate Director after serving as Assistant Director for Enforcement at ICE Headquarters.
Homan, who holds a bachelor’s degree in criminal justice, has received numerous accolades for his service, including the Distinguished Presidential Rank Award in 2015, the Distinguished Service Medal in 2018, and the Law Enforcement Person of the Year Award from the Federal Law Enforcement Officers Association. Additionally, he was honored with the Man of the Year Award by Blue Magazine in 2019 and the National Security Medal by President Trump in 2021 for his contributions to national security.
